Parking Permit For Disabled
EXTENSION OFFERED: DMV is offering extensions to Connecticut residents with expiring driver’s licenses, ID cards, learner’s permit’s and disabled parking permits. No late fees will be assessed for eligible credentials. A permit for a permanent disability has no application cost. Complete Part A of the application form - Permanent permit form | Temporary permit form. Forms can also be obtained at any DMV office or by contacting the DMV Contact Center. Have Part B completed by a licensed physician, physician's assistant, psychiatrist (under contract or employed by the USVA), Advanced Practice Registered Nurse (APRN), ophthalmologist, optometrist, or a member of the Connecticut Board of Services and Education for the Blind. NOTE: In lieu of certification, DMV will accept a VA disability certificate for blindness, amputation of legs or arms, or loss of use of legs or arms, traumatic brain injury, paraplegic and hemiplegic disabilities. Disabilities or blindness can be certified for minors, however, please bear in mind that the minor must meet the same criteria for disability or blindness. Complete the form Permanent permit form. If your permit has an expiration date, you only need to complete Part A of the form. There is no fee to replace a permit for a permanent disability.
The Blue Disabled Badge schemes provides national parking concessions for those with severe walking difficulties who travel either as a driver or passenger. The scheme also applies to the registered blind and a limited number of other qualifiers. The national concessions apply only to on-street parking. Many local authorities have concessions in addition to the national scheme specific to that area only. Badge holders may park without time limit in bays where time limits are imposed on other users. Badge holders may park on single or double yellow lines for up to three hours in England and Wales except where there is a ban on loading or unloading. On-street concessions - Badge holders may park in residents' permit parking bays without time limits. Badges must be displayed on top of the dashboard or fascia panel of the vehicle with the front facing forward so that the relevant details are legible from the outside of the vehicle. If the vehicle does not have a dashboard or fascia panel you must exhibit the badge in a conspicuous position on the vehicle so that the relevant details are legible from outside the vehicle.
Certain bays within Winchester High Street (The Broadway) and Market Lane have been provided for use solely by Disabled Badge holders. Do not park on double yellow lines where there is a loading ban in force. A loading ban is indicated by a single or double yellow stripe on the kerb and a nearby plate will give the times when a loading ban is in force. Generally in the centre of Winchester this is at the peak traffic times between 7.30am and 9.30am and 4.30pm and 6.00pm, Monday to Saturday. Do not park in parking place where parking has been suspended. Silver Hill is a pedestrian zone with no vehicular access except for buses, taxis, HGVs, vehicles displaying special access permits issued by Winchester City Council and other exempt vehicles. The national Blue Badge Scheme does not apply in off-street car parks. Winchester City Council does however provide disabled bays within all our car parks and offers some additional parking concessions. Disabled Parking Badge holders may park in any pay and display car park free of charge up to the stated car park time limits (badge must be displayed).
All other car park regulations must be complied with, for example, vehicles must be parked within marked parking bays. Please note that you will be required to pay for parking at the Middle Brook Street, and Brooks Centre 'pay on foot' car parks. These car parks are barrier controlled and payment is required from all users including Disabled badge holders. Badges must be displayed on top of the dashboard or fascia panel of the vehicle with the front facing forward so that the relevant details are legible from the outside of the vehicle. If the vehicle does not have a dashboard or fascia panel you must exhibit the badge in a conspicuous position on the vehicle so that the relevant details are legible from outside the vehicle. Wholly within a marked bay indicated on the surface of the parking place, by lines, studs or other indications. Do not park in any bays where use is shown as restricted, by yellow hatchings or other similar markings.
Do not park in bays that are reserved for specific users such as Permit Holders or Market Traders. If you have a Blue Badge you may be eligible to have a Disabled Persons Parking Place (DPPP) marked on the public highway near your home. The eligibility criteria include having a valid blue badge, having a vehicle registered at the property (which the Blue Badge holder travels in), and having no suitable off street parking available. If your application is approved the City Council will provide advisory markings on the road. The effectiveness of these advisory markings depends on the goodwill of other motorists. DPPPs may be removed by the City Council if the entitlement of the applicant changes, or if complaints are received about the abuse of a parking place. The marking is provided for the applicants benefit however the council can not prevent others from using it. DPPPs may be reviewed annually to ensure there is no misuse. Existing waiting restrictions apply, for example double yellow lines. You have off-street parking e.g. hard standing or a garage. If you do have off-street parking, you must prove that it is unsuitable for you to use. Winchester City Council may check the validity of any information you give in support of your application. Any personal information that you supply in this application form will only be used to enable Winchester City Council, on behalf of Hampshire County Council as highway authority, to process your request. Once the application has been decided and the matter closed any personal information will be destroyed within 1 year of the date of the decision.
